95/16/EC Lift Directive

KALÝTEST has been appointed as ‘Notified Body’ regarding 95/16/EC Lift Directive!

KALÝTEST succeeded the accreditation audits which had been performed by TÜRKAK (Turkish Accreditation Body) regarding 95/16/EC Lift Directive, the below mentioned modules and has been appointed as ‘Notified Body’.

a) Module H Annex XIII (Full Quality Assurance)
b) Module G Annex X (Unit Verification)
95/16/EC Lift Directive:

95/16/EC

This directive was prepared
a) Based on 26.06.2001 dated and 4703 numbered, concerning the preparation and application of technical regulation concerning products,
b) In parallel with 95/16/EC, The European Union Directive.

Ministry Of Industry and Trade, which carries on harmonization of regulations with The European Union, had issued 95/16/EC Lift Directive in the 23.02.2005 dated and 25021 numbered gazette. Later on, 95/16/EC Lift Directive has been become valid in the 31.01.2007 dated and 26420 numbered gazette, as revised.

The purpose of this directive is determination of essential, basic health and safety requirements before being placed on the market of lifts using for transporting persons, persons and goods, goods alone and safety components of lifts.

Put another way, it is to apply safety rules and to eliminate the possible accident risks for prevention of persons and goods against potential risks related to possible various accidents during running, maintenance and emergent states of the persons’ and goods’ lifts. It is stated as a clause for installed elevators to meet the conditions which are stated into Lift Directive.

Module H Annex XIII (Full Quality Assurance):
The companies which assume responsibility concerning design, installation and putting into service of lifts, prepare declaration of conformity and are certified about Module H (Full Quality Assurance; Annex XIII) to put ‘’CE’’ marking on lifts, are named as ‘installation companies’.
It is expected for lift companies not to risk of both passengers’ and installation - maintenance persons’ life by the elevators which were installed or have being installed by them.

Installer of the lift shall affix the CE Marking in the car of each lift and draw up an EC declaration of conformity. The manufacturer must operate an approved quality assurance system for design, manufacture, assembly, installation and final inspection of the lifts for final inspection of the lifts and perform the tests concerning lift installation.

Module G Annex X (Unit Verification):

Unit verification is the procedure whereby the lift installation company ensures and declares that the lift complies with the requirements of directive. The installer of the lift must affix the CE marking in the car of the lift and draw up an EC declaration of conformity. The lift installer company shall prepare a technical dossier.

PERIODICAL CONTROLS OF LIFTS:

According to the 18.11.2008 dated, 27058 numbered Maintenance and Operations Regulation, periodical controls must be performed two years later following the lifts are put into service and at least once in a year, subsequently.

The purpose of Maintenance and Operations Regulation is determination of the rules to be observed for the operations, maintenance and annual controls of the lifts which are used for transportation of persons and/or goods as not to threat health and safety of persons and organisms after putting into service.

Controls are performed by the municipalities which the building is located or for the buildings which are out of municipality borders, by governorship or by institutions/establishments which are authorized to issue construction permit.

However, municipalities or governorships or institutions and establishments which are authorized for giving building licence which has no enough electrics/electronics and mechanical engineers employed can authorize the competent engineers who have not served for installation of that lift.
By those engineers, the report which states that there is no any obstacle for safety of life and property, is prepared at least three copies.

Single copies of report are kept by municipalities or governorships or institutions and establishments which are authorized for giving building licence, company which is authorized for maintenance and competent person of the building. The responsibility of following the arrangement of this report pertains to competent person of the building.

Annual control is performed in the care of company which is appointed for maintenance.
As from 01.01.2012, municipalities which the building is located or governorship or institutions/establishments which are authorized to issue construction permit for the buildings which are out of municipality borders shall authorize the Type-A Inspection Bodies who have been accredited according to TS EN 17020 standard for annual controls in accordance with applications of competent persons related to building. The inspection report is prepared as three copies; single copies of report are kept by municipalities or governorships or institutions and establishments which are authorized for giving building licence, company which is authorized for maintenance and competent person of the building. Auditing responsibility of whether performing the annual controls belongs to municipalities or by governorship or by institutions/establishments for the buildings which are out of municipality borders.
